In areas such as Soho, Covent Garden and the West End, heavy pedestrian traffic can make vehicle-based surveillance impractical. In other cases, movement between major stations such as Waterloo, Victoria, Euston, King’s Cross or London Bridge may need to be factored into the investigation plan.
